In 1990, Mecklenburg County charged the Drug Education Center to develop and deliver a month-long, community-wide comprehensive campaign promoting substance abuse awareness in October of every year as our county's recognition of Red Ribbon Week (the national and largest drug abuse campaign in the United States, commemorating the sacrifice of DEA agent, Enrique Camarena).

In keeping with our agency's mission to create alliances, the SAAM Coalition, comprised of local programs and organizations with similar focus on health promotion, was created and has been convened and sustained under the direction of Prevention Services since 1991.

Why SAAM?

Alcohol and other drug use and abuse continue to plague the Charlotte-Mecklenburg community in spite of all the concerted efforts of local law enforcement and human service programs. The year 2006 was a particularly grueling one especially in regards to alcohol-related automobile deaths involving area teenagers.

Charlotte cannot afford a lapse in any and all efforts to reduce the harms of drinking and drugging.
